Kitab uses Constitutional Powers, Issues Notice for JKCA Special General Meeting

Srinagar, May 29: Newly elected Jammu & Kashmir Cricket Association (JKCA) President Javid Kitab has invoked his constitutional powers to issue a formal notice for convening a Special General Meeting (SGM) of the Association on June 6, 2026, at Sher-i-Kashmir Cricket Stadium, Sonawar, Srinagar.

The move comes after the newly elected Secretary allegedly failed to issue the notification for the proposed meeting despite being formally directed by the President through an earlier communication dated May 26, 2026.

In the official notice, Kitab stated that the meeting was being convened under powers vested in him under Rule 17(e) of the JKCA Constitution. The SGM is scheduled for 12 noon and is expected to witness participation of authorized and valid club representatives from across Jammu and Kashmir.

The development assumes significance in the backdrop of the recent controversy surrounding the Apex Council meeting that was called in Jammu on May 25 without the authorization of the President and allegedly without adhering to the mandatory notice period. The said meeting was subsequently stayed by a Srinagar court after the President approached the court challenging its validity.

Sources within JKCA said the June 6 SGM could become a decisive platform for resolving key governance and administrative issues within the Association, especially after years of uncertainty and administrative control by court and BCCI-appointed committees.

Notably, this will be the first Special General Meeting of JKCA in more than a decade. During the last ten years, the affairs of the Association remained under administrators and sub-committees appointed by courts and the BCCI due to the absence of an elected body. Important decisions during that period were largely taken administratively, whereas the upcoming SGM is expected to restore decision-making powers to elected representatives and affiliated clubs.

The detailed agenda issued with the notice includes discussion on unilateral orders issued by the Secretary’s office and erstwhile Member Administration, interpretation of Rule 22(b)(ii) related to Cricket Players Association nominations to the Apex Council, appointment of Ombudsman and Ethics Officer, authorization of bank signatories, constitutional amendments, governance reforms, and streamlining the functioning of affiliated clubs.

The meeting will also deliberate on the participation schedule of camps and matches for the current season, the role of JKCA-sponsored BCCI qualified coaches, and other governance-related matters concerning the future functioning of the Association.

The notice further directs affiliated clubs to submit the names of their duly authorized representatives by or before June 5, 2026.
